DEPC has a structured evaluation process to ensure that quality services are provided for children and families and that progress is being made toward achieving our vision, mission and goals for Nash and Edgecombe counties.

To build a strong foundation for children and families by advocating and supporting both high quality early care and education and a coordinated system of community resources.

Strategic Planning
In 2007, the Down East Partnership for Children created its new Strategic Plan. Built on 15 years of lessons learned, DEPC developed a conceptual model for serving children ages 0 - 8. This model of services is intended to lead to an overall impact on the healthy growth and development of children in the five domains of child development:

-Cognition and general knowledge
-Language development & communication
-Approaches toward learning
-Social and emotional development
-Health and physical development

The Strategic Plan includes a series of Strategic Milestones and 3 - 5 year indicators of success to measure our progress as a community toward achieving our vision, mission, and long-term goals.

This plan also incorporates the evaluation structure of other funding sources, such as the Performance Based Incentive System (PBIS) Standards developed by Smart Start to grade the performance of local partnerships.

2006 Nash and Edgecombe Counties Community Assessment Report
The Down East Partnership for Children completed a community-wide assessment from October to December 2006. The completion of this survey served two primary purposes: to establish status of a current benchmark in the 2008 Strategic Plan and to provide a snapshot of the community for future planning, including community need, availability of services, and usage of resources for future planning.

Annual Evaluation Report
This
report, which is created using Quarterly Reporting System documents, details all program progress by outputs and outcomes for a fiscal year. This document is reviewed by the Evaluation Committee of Board members, community representatives and staff from external and internal funded programs, and is then presented to our full Board.

Annual Evaluation Reports (2000-2009) 

Quarterly Reporting
Collection and review of program data including outputs (numeric counts of clients served) and outcomes (changes in behavior, skill, knowledge, etc. that can be documented in clients or community) occurs quarterly. These reports are also utilized to collect benchmark information. All programs, regardless of funding source, complete these quarterly. An internal team of program directors and the contract manager reviews the information (including a fiscal update) and creates any needed action plans (i.e. technical assistance, celebration, recognition, etc.). Technical assistance and training are continually offered regarding tracking of data, reporting of information and writing of outcomes.
